It is another name for piedralipe ("blue mineral, from calcantite or copper sulfate"). Perhaps it has an etymology in Sur Lípez or Sud Lípez (province of the department of Potosí, Bolivia).

LIPE STONE Lipe stone are calcium sulfate crystals whose formula is Cu²SO? ( H²O ) x in which x is a value from 1 to 5 . If it is 5 it is said to be pentahydrate. The color is a very beautiful bright blue similar to the 032 of the pantonera.
